 It may be possible for a pipe to rotate under uneven loading, unlikely but
possible. A piece of rebar through the pipe, a chunk of scrap angle iron
welded on, or cutting a hole with a torch in the sidewall will all for sure
eliminate any concerns.
 On this whole steel in concrete subject, I pulled a sign last month that
had been in the ground for 14 years, 2" plain old square tube steel, using
my load indicator equipped boom truck. The sign weighed 600 lbs, it had two
legs going into hand dug holes (fence post size) about 30" deep with maybe 3
bags of concrete mix being used per hole. It took well over 3800 lbs of
vertical pull for the sign to move, and that was only after soaking the
ground around it! The sign guys call it ground adhesion I believe, results
would vary with soil types, this was dirt with some small rocks, and very
dry. The square tube was not pierced with rebar or anything else and the
steel was in great shape from what I could see as the concrete stayed with
the steel. Tough stuff.
