DRY SOIL IS ALSO A POOR CONDUCTOR. ITS THE MOISTURE THAT IS RESPONSIBLE FOR 
THE GROUNDING. CONCRETE WILL ASSUME THE MOISTURE CONTENT OF THE SURROUNDING 
SOIL, SO IN MY OPINION EUFER GROUND ARE OK. OFTEN THE EXTENSIVE SURFACE AREA 
OF A CONCRETE SLAB OR FOUNDATION PROVIDES SUPERIOR CONDUCTANCE COMPARED TO 
THAT OF A DRIVEN ROD, USUALLY WITH MUCH LESS TOTAL SURFACE AREA.
