I wanted to chime in here just a bit.  As a ex professional pilot, glare is
a serious issue.

Yes there is glare off of many things, water, exsisting buildings etc.  But
this doesn't mean that these things shouldn't be considered in the
approaches to a airport.

Every precaution should be taken. And yes I'm sure there are times when
politics get in the way of scientific data.
