Marco,

I think you fight it by getting someone to take you up in a small plane
around that area and photograhing all the buildings with bright roofs
(common I'll bet in Hawaii for coolness), lots of windows and other
reflective infrastructure in the same area. I'll bet there are plenty. Make
the point that they can't make such an argument only valid for PV, if
reflection is the concern they have to remove all reflective surfaces around
that area.
