CEC Update, was Federal Bill [RE-wrenches]

Hi all, again.  Allan asked me for a clarification that I thought should be
shared on-line.

The new guidelines for the CEC Program only states this for NABCEP:

"The Energy Commission intends to require that photovoltaic systems
installation contractors be certified to the testing requirements of the
North American Board of Certified Energy Practitioners (NABCEP) photovoltaic
protocols after these protocols are finalized."

Pretty loose at this time.  The paperwork is another issue unrelated to
NABCEP, requiring additional forms and originals instead of facsimiles from
dealers and purchasers.  It looks like the whole process will take a little
more effort and time in exchange for better controls on the rebate pool.  We
will see what the ultimate effect is.
