The Casablanca Fan Co. "Utopian" is for wet locations and is amazing - 11W on low speed and is in the ballpark of 370 c.f.m./W!! However, I do not know about inverter buzz.
A good one that seems to handle even the cheapest of disposable off-shore inverters is an Emerson CF704 (Grainger or elswhere)50W on high speed and I think around 20 on low. Ceiling fans are WAY more efficient at low speed. I always try to steer folks to pedistal mount or wall/table mount fans for even better efficiency and portability. For o-t-g use I usually put a spring wound timer on them to shut them off an hour after you fall asleep. Running all night can stack up the watts!
