Bill / Wrenches:

For weather data I suggets the NREL red book, the local municipal
airport, or www.weather.com 
Weather channel is behind the site so they have the historical weather
data for LOTS of places around the country.
Enter the zip code in question and you will get the local forecast.
Scroll down - Just above the 10 day forecast you will see a button
labeled"averages and records"
Clicking on the averages and records button gives you the 30 year data
by month.
Scroll down again to the bottom of the chart and select metric units.

Suggestion: Put in your local zipcode and drop the URL into your
favorites list.
Now you have instant forecast available and you can change the zipcode
in the URL directly
Bingo, you now have the historical weather data in metric units with
only a couple mouse clicks!

Several things here and I am swamped.
Please forgive my brevity.

1) Only working email address is jberdner at sma-america.com.  No more
earthlink.
2) I suggest using the historical low to calculate max Voc.  Remember
we are talking about 30 plus year system life.  You can see full Voc
long before the modules have enough sun to heat them.
3) High ambient use average high.  Hot modules only effect power
production and do not cause an inverter failure. If the system falls
off
the MPP point or even shuts down once or twice a year it is no big
deal.
