tilt/orientation for TOU [RE-wrenches]

Hello Wrenches:
    What is the best tilt angle and orientation for TOU metering in northern
CA if the goal is to offset as much of the utility bill on an annual
average?  Has anyone looked closely at this.  We are trying to maximize the
output so that it produces the most from 12-6 pm, May - Sept, without
negating the winter and morning output.  My guess is that a 17- 20 degree
tilt angle, with the orientation 17 degrees west of true south (same as
compass south) would work great for Time of Use Metering. ($.315 on-peak,
$.085 off-peak.)
