Not a lot of help here but would be interested in this "Sylvania piece".
Can you tell me where I can get it? 

Also, I was involved in this post early on.  I posted something about
how a CFL may list initial or surge current, which would be high and not
to be confused with average power.  It sounded like folks were saying
that simply doing the math on the back of a rated appliance will
essentially give you the power factor.

I am still wondering how valuable the info on the tag is with inductive
loads.  Is this a surge/max rating for conductor or fuse sizing, or is
it more useful than that?
