Jeff,

Don't know about the requirements in Virginia, but here in California the AC
lock-out/disconnect must be within 10 feet of the meter panel. In your case,
you'd have to have an uninterrupted run from the inverters (in the basement)
to the disconnect, and from there to your dedicated breaker(s) at whatever
breaker panel is most convenient.
