I believe the wiring should be on top.  We always use the top for LINE
installations on disconnects.  Since the PV/inverter is technically the
source, and the utility is the "load", that's were I have been
accustomed to landing the wires.
NEC: 380-6C

Check the exception...!!

The electric meter should definitely be in the line/top position for the
main service.  I was spanked at the age of 20 from an electrical
inspector from that and will never forget it!
