As a footnote to my comments that rich and powerful people want to stop
privately owned net-metered PV and spend your tax dollars to subsidize
research into converting non-renewable hydrocarbons into hydrogen, here
are two articles from today's issue of solaraccess.com

Solar energy activists in California are fighting a policy battle
against a proposed fee that, if adopted, will increase the cost of solar
power for grid-tied utility customers.

President Bush released his proposed fiscal year 2004 federal budget
Monday, which revealed increased spending for hydrogen technology
research - a point he emphasized in his State of the Union Speech -
while slashing funding for Solar Energy research by US$15 million to
