It is amazing the swing in prices. I am always shooting in the 9 per
watt zone. I exclude permitting.

In the City of L.A. the permit typically costs $70.20 and I include this
in the bid price. Once outside of L.A. City, such as pulling permits at
L.A. County, it can cost close to $1000.00, so I try and stay busy
within the city limits. Some building departments charge a flat rate
plus a percentage of the overall system cost, this can get costly, and
should be changed for the customers benefit. A standardized state wide
solar permit sure would be worth fighting for.
