We have been doing this in Hawaii for some time now.  Especially since
the ST1500/2500 didn't have cumulative methods of seeing system
performance over time.  Unfortunately, this didn't come with some gripes
from the city and county of Honolulu.  On one particular installation,
the inverter/disconnect/meter setup was about 3 feet from the utility
meter.  The local inspector wouldn't pass the job because the city and
county code which supersedes the NEC stated you could not have more than
one meter (because of potential sub metering for illegal rental units)
except in the case of an electric vehicle recharging scenario, which is
billed at a different $ per KWH.
It just so happened that I was at a meeting about the difficulties of
penetration of renewables in Hawaii when I chimed in with my woes.
Luckily I was sitting next to one of our city councilmen, who flipped me
his biz card and asked to call him.  Well, they asked me to write some
legislation and send it to them.  I did and they invited me to a meeting
with a bunch of lawyers and C&C chief electrical inspectors.

They actually changed the code for us!!!!!!!  They recognized that this
was specifically for information only!

it or perhaps use it in their locale.

I just wanted to let you know that I am going to install utility-grade 
meters on all of my up coming PV systems.  I believe customers should 
know how much power their PV system produces over the lifetime of the 
system, and relying on inverter monitoring is unacceptable since this 
info will be lost if and when the inverter(s) needs replacement. Do you 
see any problem with placing the meter next to the inverter(s) as 
opposed to placing the meter adjacent to the electric panel, where most 
installers put them?  I know that I sound like a bitter cynical person 
sometimes and upon reflecting over 2002 I think it was the LADWP lockout

experience, which caused this.  It was the first time in 21 years I had 
to deal with angry screaming customers with a problem I couldn't remedy.
