Correct PV tilt angle with TOU meter [RE-wrenches]

Here in SF Bay Area we typically tilt PV module to 30 degrees for best year round performance for grid tied systems. I occurred to me recently that laying the panels further back to 20 or 15 degrees would capture more of the high value energy when using a Time of Use meter (western sun later in the afternoon etc.) I thought this might help also when panel orintation was, by necessity, slightly east of south, but a TOU meter was in use. Does anyone have firm figures or a strong opinon about this.
Thanks,
Bruce
