low temp charge control [RE-wrenches]

Does anyone know of a reliable low temperature 12 volt, 8 amp continuous 
charge controller that is good for gel batteries.   Lyncom units failed two 
years in a row during cold snaps in the mountains of Colorado.  The control 
needs to be good for at least -20 F.
