Permits, engineers [RE-wrenches]

Jeff,

Is there a practical way of warning buyers in your area about this problem,
or is the area just too big?
Do you know what companies are involved, and how do they circumvent any
requirements for a state license? I hope you charge through the roof for
your visits.
