I look forward to that day. It will mean that we have reduced our 
dependence on oil significantly and are moving the country in the 
right direction. Unfortunately, it's likely a long ways off.
Until then, a PV installer WILL BE The system designer in most parts 
of the country. That may not be so for very large systems, but for 
residential (where the lion's share of the systems will likely be), 
yes. Certifying these folks now is the right thing, IMO.
When that future happy day comes, NABCEP should look hard at offering 
a design cert, at least for larger systems.
