Joel,

The key to your suggestion is a consistent performance test protocol. It
sounds easy, but it has taken a while to get it done. It should be available
very soon and then manufacturers can have their products tested.

Right now we have the situation of "tell me the highest number you can think
of that is less than 100%". Not exactly a good way to do it. Even the SMUD
spec process was flawed. There was no standard methods so every manufacturer
did the test differently (to their advantage).

The CEC asked for written comments for the recent renewable energy program
staff
workshops. Here's a recommendation I submitted: Require inverter
manufacturers
to provide inverter output performance curves certified by an independent
testing laboratory. This is first step is necessary before performance-based
ratings and rebates can be implemented.
