Certification is not going to fix most of the woes you talk about. Having
designed millions of square feet of buildings (mechanical engineer, I can
tell you that there are a lot of licensed engineers ("certified") working
who do not really understand what they are doing. And a lot of union and
non-union trades people (certified) that also do not do a good job.
Certification is a good thing if done right, but it is not the cure of all
evils. The cure for the salesman who sells based on 10 hours of sun per day
is not known to me, but I think it's the same cure as we use against folks
who sell pyramid schemes, email marketing schemes, etc. i.e. the cure is
that suckers who believe something that's to good to be true, even after you
tell them it's not true, will not believe you, and will get burned. Oh
well...

I recently lost a 10kw system to Home
Depot/Astropower. According to the homeowner, I was
definitely the most knowledgeable and helpful of all
of the bidders but Home Depot won the job because of
their financing and 6 months same as cash -- sigh...
I spent another day in paradise yesterday trying to
convince a potential buyer that I was not trying to
gouge her by trying to sell her a larger system than
my competitor. Apparantly there are close to 10 hours
of sun available each and every day in an ideal
environment of no efficiency losses. I sure want to
know where I can buy some of that!
Am I for mandatory certification?? You betchya!
There is too much schlock being sold and installed
these days. With the rebates being streteched thin,
it has to become incumbent upon the CEC to start
allocating monies to only those dealer/installers that
measure up. Maybe criteria a la SMUD is also an
option? Why should I be competing for monies against
systems that are poorly oriented and located under
significant shading obstacles? Why should I be
competing for monies against systems that are sold as
100% efficient or that magically use 10 hours of sun
per day year round?
I'm willing to sit for the certification test right
now! Is CalSEIA a potential avenue to push this?? I
don't know, they seem to tread softly when it comes to
potentially alienate existing contractor members even
though existing contractor licensing requirements are
inadequate when it comes to PV.
