Jerry,

Your friend is right about Muir Beach.  I have an old friend who has lived
there for decades and it is consistently foggier than even Sausalito or
areas just up the coast.  It is on the ocean side of Mt. Tam and just north
of the Golden Gate.  That's about as foggy as it gets.
