Code Compliance [RE-wrenches]

The problem is not a matter of code compliance or health and safety issues.
There are plenty of general and specific rules and laws to cover health and
safety issues. The problem is that some people will not take personal
responsibility and deal with problems directly. They prefer to hide behind the
cloak of anonymity, make rules and laws and send other people to deal with the
problem. No wrench who sees an unsafe PV system would be afraid to tell the
installer or the customer about the problem so that it can be fixed, right? No
wrench would shy away from reporting public hazards, right?
