Wrenches:

Contrails cause a rapid near step changes in irradiance levels, e.g. up
down up in a few seconds. This can cause some MPPT routines to go into
convulsions. I am not sure of the specifics of the system with low
output due to contrails but perhaps this could be the reason.

Contrails is short for condensation trails. They are primarily water 
vapor, thus man-made clouds.

I can't imagine how they are going to reduce sun intensity, unless 
the sunshine is passing right through the trail/cloud.

Solar loss due to uniform pollution of the atmosphere is a separate 
issue. I've seen solar intensity reduced by 25% by a polluted sky, 
where the sky looked blue and people didn't notice it. However, PV 
output was reduced accordingly.
