Wrenching in L.A. [RE-wrenches]

Hi Bill,

I asked Thomas Honles, who speaks for the LADWP at our monthly Mayors
Executive Solar Panel Focus Group meetings, if the IBEW has requested
having only IBEW approved contractors install grid-connected systems.
He said no, not specifically, but that I need to read between the lines.
Commercial installations which are typically installed by union members
are not being locked out, only residential systems.  The lock out's will
continue until the IBEW has completed it's PV training classes.  Then
the issue of who is best qualified to install grid systems will be
addressed.

The people at LADWP are not answering their phones and cell phones
today.  I am trying to find out how many homes are affected, it is many
dozens at least.  There is at least one system I am aware of that has
battery backup and associated sub-panel which was not locked out,
because the critical load circuits would have no power.

Graham,

Is it your understanding that the LADWP thing has to do with getting
IBEW to do PV installs? That is not my understanding at all. I would
like to know what has led you to believe this.

Yes they are powerless because they are spineless, especially in an
election year.

It appears certain that IBEW approved electricians will become the
dominant players in the future of photovoltaic's. They just shouldn't
have the power or the right to prevent licensed contractors who are
non-IBEW from participating.
