Graham,

Is it your understanding that the LADWP thing has to do with getting IBEW to
do PV installs? That is not my understanding at all. I would like to know
what has led you to believe this.

Yes they are powerless because they are spineless, especially in an
election year.

It appears certain that IBEW approved electricians will become the
dominant players in the future of photovoltaic's. They just shouldn't
have the power or the right to prevent licensed contractors who are
non-IBEW from participating.
