utility obfuscation and obstruction [RE-wrenches]

Bob,

We've "given up" fighting the need for the disconnect switch. What we're 
fighting now is the idea that the utility can dictate exactly which type of 
switch!. The 60A fused jobs do cost about $60, plus fuses of course. 
Install for the disco can be WAY over $200 on some jobs around here (we've 
had to run over 50' of conduit and wire for some).

So far as the disco switch being easily verifiable, our own John Wiles says 
to never trust that handle position. Switch handles can and do break free 
of the mechanism. Always open the cover and check the blades. That's why we 
have a "visible break" after all!

So the device we're using is completely equal in functionality, it has the 
AIC rating without fuses, it's lockable in either position, and it's cheap. 
Guess what, it's the "cheap" part that they have a problem with...

We're trying to push some legislation through right now to give RE a little 
boost in VT. Utilities are fighting the provisions that they think will do 
the most to promote RE. Meanwhile, our second largest utility just 
announced a modified "green tags" campaign. So the real story is now 
public. The utilites like RE, so long as they control it.
