William,
It's not a fable, it's real.

All equipment must be operated at 80% or less of its nominal rating, unless
it is specifically listed for continuous duty at 100% of rated capacity.
That's the normal 125% issue that is inherent in ampacity calculations. PV
source circuits have a separate and additional 80% derating to accommodate
above-STC insolation, edge-of-cloud effect, etc. That's the other 125%, and
it is specific to PV source circuits. 125% X 125% = 156%.
