Bergey Specs show the Excel-S at 28 mph, rated wind speed, although the
graph of power output vs. wind speed has the characteristics you're talking
about. For the consumer there is a lot of room for error and not really
being able to "kick tires" as you say there is no standard, especially when
the tower height comes into the equation.
