Joel,

That is the desire of the NABCEP board as well. The CEC put the language in
without consulting either organization. Not political--just misguided.

CSLB is not a certification body so CalSEIA is wrong there. They govern the
licensing of contractors. That is a business requirement--not certification.
It also does not guarantee that contractors are competent. You can hold a
C-10 (electrical license) or a C-46 (solar license) and know absolutely
nothing about PV.

NABCEP certification is designed to provide a better understanding as to the
competency of the installer. Is it perfect?--no. Is it going to move us into
a better situation than we have currently in California?--without doubt.

NABCEP continues to be a political hot-potato. On December 12, the
California
Solar Energy Industries Association (CALSEIA) recommended to the CEC that
"The
Commission should not mandate certification by the North American Board of
Certified Energy Practitioners or any other certification body except the
California Contractors State License Board."
