NABCEP Call for comments [RE-wrenches]

Bob-O,

In my comments submitted straight to NABCEP, I indicated the flaw with
requiring permitted systems. VT does not require permits for residential
work in 95% of the state. We have done at most 1 project that needed a
permit, where we did hire an electrician.

Making permits the test of whether or not a system is real just does not
work. The alternative offered in NABCEP, relying on the local utility, might
work for net metered clients, but is pointless. The utilities here sign off
on the kW capacity and then make sure the outdoor disconnect switch is
installed. That's it. They almost never even see the inverter.

Maybe we're lucky here, seems like less bureaucracy than most of you guys
fight. But hopefully that doesn't leave us out of the NABCEP picture.

A qualified system does NOT necessarily mean grid-tie. We quashed
that bug in the last NABCEP meeting. It does, however, mean a
permitted, inspected system which includes an inverter. Think Dan
does many DC only systems these days?
