Mo,

It's exactly these "barriers to market penetration" that I worry about. I
think we are all caught in the place of wanting ALL of the following goals:
1.  Great enlargement of the solar industry.
2.  Making a buck or two.
3.  Making sure that the industry has enough standards and workmanship that
it does not get a bad name, thus defeating goals 1 and 2.

I am a firm believer that we can all make more money by making the pie
bigger. My concern is that goal 3 is superceding goals 1 and 2. It really,
in my mind, is subservient to goals 1 and 2. Mind you, I am not saying that
safety, quality and workmanship are unimportant. They absolutely are.

So we can't succeed at goals 1 and 2 without 3, but we can't set the level
of 3 so high that it blocks 1 or 2.

The electric utilities and others in the conventional energy industry would
like nothing more than to have us create such high barriers to PV
installation that it remains a small industry.

The majority of firms that I compete against have
never heard of SEI or this list.  They operate in a
technical vacuum and are only driven by dollar signs.
If we can create mechanisms that make it difficult for
any Joe Shmoe to enter this industry (or as Peter
Drucker would say "create barriers to market entry"),
then perhaps they would look for other avenues to
expoit.
