Jeff,

I'm a mechanical engineer that used to design power
plants and consulted to utilities.  I put that
business aside and worked in the trades until I
qualified to sit for the license exam.  So I received
my C-46 Solar License.  California gives 4 out of 5
years license experience credit for having an
engineering degree.  So, it can be done.

However, just because I have a C-46 and my partner has
a C-10 (electrical) made us comfortable in designing
solar systems.  In fact, the C-46, when I took the
exam, was severely lacking in many things PV.  As a
result, I attended every PV class I could at SEI and
that helped quite a bit.  Being a member of this list
also helps quite a lot.  A technical and construction
background is also a plus.

The majority of firms that I compete against have
never heard of SEI or this list.  They operate in a
technical vacuum and are only driven by dollar signs. 
If we can create mechanisms that make it difficult for
any Joe Shmoe to enter this industry (or as Peter
Drucker would say "create barriers to market entry"),
then perhaps they would look for other avenues to
expoit.

I think that the CEC has a unique opportunity to
create these barriers to entry by only doling out
state rebate monies to those systems that are designed
and installed by "qualified or certified"
firms/individuals.  They are soon entering a period of
public input to the rules for next year's buydown
program.  Here's our opportunity to help shape our
future.
