Thanks for looking into this.
I have been wondering how much we were really talking about.
This brings up one additional critically important thing to point out to
your legislators.  

I would suggest to them that the tax credit program is actually a money
maker for the State.  The argument goes like this:

The tax credit has created more jobs and income for the PV industry.
These jobs are new jobs that would not exist without the tax credit.
The PV industry here in California pays taxes.  
The added taxes we pay are more than the tax credit costs.

According to the California Franchise Tax Board, the 15% solar tax
credit has cost the state less than $3,000,000 in tax collections during
its first year of implementation. Governor Davis and State Legislators
want to suspend the solar tax credit to pay down the $23,000,000,000
state budget deficit mostly caused by mismanaged utility deregulation.
At $3 million/year, it will take 7,667 years to pay down the deficit.
California Wrenches, please put down your tools for five minutes and
write, email or call your state representatives. Tell them that you will
be paying less taxes if your customers lose this tax incentive. Wrenches
elsewhere, whether you like it or not, as California PV goes, so goes
the Nation.
