NY SW installations (was Inverters islanding in L.A.) [RE-wrenches]

Hi Roy et al,

Just wanted to follow up regarding SWs for NY. I'm sorry if there was an 
expectation set that the testing would be completed by May 31st. We have 
been waiting for documentation from one of the testing labs to complete 
the package of required material for the PSC.

I'm pleased to let you know that the required documentation was 
submitted to the PSC today.
