Graham,

I am well aware of the problems at LADWP. They hosted a class that I taught
this week. The union is using the issue to leverage their new contract so
this is simply a pawn in a much larger political game--isn't that fun.

Your question about energizing a local grid with multiple inverters is a
good question. One of the reasons the non-islanding inverter test is so very
difficult is to keep a high penetration of PV systems from every causing an
islanding problem. All manufacturers have a very tough time passing this
test.
