Graham,
Whoa! If I understand what you said here correctly, a C46 license may 
be required for PV? Does that mean my C-10 electrical license won't 
be enough? Say it ain't so!
The C46, as you know, began life as a thermal license, ie PLUMBING. 
PV is ELECTRICAL. Typical of the dumb ass way California does things, 
PV was grand fathered into the license in the late 70s. Let's see... 
it's all SOLAR, right? And I guess a plumber can do an electrician's 
job and vice-versa, right?
IF a C-46 is going to continue to do PV, by all means let's have some 
testing on PV, but it's totally backasswards. If your trade 
experience is in thermal, then you should be tested on thermal and 
get a thermal license. If it's electrical, then it should be an 
electrical test and you should get an electrical license.  They are 
two TOTALLY different trades! Is there any other state in the Union 
stupid enough to allow (and require?) two trade experience under one 
catchall license? No wonder that almost no other states will do 
reciprocal licensing with CA.
