utility obfuscation and obstruction [RE-wrenches]

Hey Jay. Makes sense to me. They need someplace to keep the lock. For the TYBOG workshop install we did for Elias a couple of years ago, PG&E had us drill that hole for locking in the on position. Easy to do, the lockout's ON position had a pre-center-punched place to drill.
