utility obfuscation and obstruction [RE-wrenches]

Hi all,

I think I stated this before, but the disconnect on my 1kw system on my house is

LOCKED ON.  PG&E did this.  They drilled a NEW hole to put the lock on it as
they don't have a predrilled hole to lock them on.  The disconnect is a
standard  2 pole 3R/ non fused knife blade type.

This was when I had a time of use meter installed.  It had been running without
the lock for 1 yr with no problems.  When the came out, they said "oh we have to
install the lock in the on position."  I had them double check this with the
supervisor, who said yes indeed this is correct.

Now go figure this one.
