You may not like utility involvement in PV, but if it weren't for SMUD,
residential PV in the U.S. would still be only for off-grid homes.
SMUD's PV budget was six-tenths of one percent (0.6%) of that utility's
annual revenues. Imagine if every U.S. utility company spent the same
tiny amount on PV. Imagine.

Government-backed Sustained Orderly Development (SOD) is a success in
Japan, but Regan, Bush, Clinton and Bush2 administrations either opposed
PV or gave PV very little encouragement. Government support and
promotion for PV are why over 100 MW of PV was installed on Japanese
homes in 2001.
