Buy-down for Municipal Utilities [RE-wrenches]

There seems to be some misinformation regarding Buy down program and Publicly Owned Utilities (LADWP, SMUD Pasadena, Redding, Etc).
 
Last year AB29X provided a one time funding allotment of $8 million for systems less than 10kW.  As of 8/26/02 there is ~$7.5 remaining. 
 
The same rules for the Buydown apply, with the addition requirement of a letter from the utility stating that the project will not receive any funding from the municipal utility.
