California e-net forms update [RE-wrenches]

Friends:

First of all, this form thread does not apply to non-California wrenches.

Thanks for all of the feed-back.  I really feel this project may be of
benefit to wrenches in reducing time spent on this paperwork.

I have corrected some errors on the e-net application and some confusing
features on the CEC application.  The e-net forms should apply to any CA
grid tie application.  If anyone wants me to create a form for other
participating utilities, I'd consider it, time permitting.

There is a reported problem running these executables on Windows 2000.  I
don't know how to correct this, but if anyone is successful running on W2K,
let me know.
