Colorado net metering [RE-wrenches]

Wrenches,
We have a good lead for a net-metered grid-tie in Pagosa Springs area of
Southern Colorado. I called the PV engineer at La Plata Electric, the local
Co-op, to find out that they require two meters (at customer's expense) and
only pay avoided cost of 3.8-4 cents/kwhr. Are there any state laws or other
tricks in CO that override this archaic policy? Thanks in advance for any
advice.
