You can look at and print the Los Angeles Department of Water and Power 
"interconnection agreement" at this website.

Open up this page and click on "Agreement to Implement Subchapter S"

I have had no problems with customers disliking this document or its 
requirements.  I don’t think the average persons reads it very 
thoroughly.  The city wants 2 copies of this document signed and 
returned upon completion of the solar installation when the rebate claim 
monies are requested.  I have my customers sign and mail in both copies 
with their reservation request forms, before the installation takes 
place.
