It sounded to me like your short circuit tests were the only tests with
consistent results for all panels. Is this indeed the case? During short
circuit testing the panels need to be disconnected from all wiring, and
since it appeared your short circuit results were consistent, this tells me
that something external is possibly the problem cause, or is causing the
problem to manifest.
The module voltage under load depends on the load. If the load impedance
is lower, the panel voltage will be lower. If the charge controller is
"pulsing" power into the batteries because of a defect in the controller,
then the panel voltage will fluctuate. If these fluctuations are long in
duration, you may not notice them for the brief time your leads are on a
specific panel. By the time you move to another panel, the situation may
have changed, the charge controller may be drawing more or less current
with corresponding changes in panel loaded volts. This is a long shot, but
it would fit the scenario.
