cell phone repeater installation [RE-wrenches]

I just got a call from a guy who installs cell phone electrical gear.  He'd
dearly love to put in a PV powered repeater station but was unsure how to
handle the positive ground requirements of the telco.  Does anyone have any
experience with these kinds of systems or know of any good resources?  He's
also looking for a good self-contained power shed, he won't use an inverter,
just a 48volt array, charger and batteries.  I think he has a source for his
own AGM/VRLA batteries (if he doesn't I can get him some good used ones,
though I think they'll pop for new)
