Net metering agreements - help! [RE-wrenches]

Attachment A, paragraph 3.3, of the PG&E Intertie agreement, says"Pacific
Gas & Electric Company shall provide written approval to the
Customer-Generator within ten (10) working days from the utility's receipt
of the inspection clearance of the governmental authority having
jurisdiction.  Such approval shall not be unreasonably withheld."  According
to Harold Hirsch, of PG&E, and Sandy Miller, of the CEC, what this means is
that once you have sent all applicable documentation, and then a copy of the
final inspection (all via certified mail, of course), and waited 10 working
days after sending the final, if PG&E has opted not to say otherwise, the
system can be turned on legally.
