We've heard reports of success at higher altitudes in NM and CO, 
similar to the climate you describe, but we do need some facts. It's 
critical that the tank be large. A small tank will freeze solid. 
Also, covering the tank with a tin roof is supposed to help a lot to 
block night-sky radiation yet allow the low winter sun to shine on 
during the day.

I'm not professing to know much. I'm open to learning.
