Kurt,

We are cranking the regulator to max and setting the diversion controller to
a lower voltage.  The AIR Industrial installation manual states that if you
wish to use a diversion controller you must "turn 'off' the internal regular
by gently turning the adjustment screw all the way clockwise."  This sets
the internal regulator to 17.8 volts (35.6V for 24V and 71.2V for 48V
nominal systems).
