David and those interested,
Pacificorp in Oregon (specifically Southern Oregon) is much easier to deal with.
No meter charges and no other hassles to date.  Just sign their straight forward
contract and give them a lockable disconnect near the meter.  Their local
engineers seem to be fond of PV.
