The NEC does have a variance option that worked for me when I installed my
roof mounted system.  I wrote a letter to the state electrical board
explaining the difficulties and excess costs of obtaining the appropriate
device and pointing out that they were not commonly available and I rather
easily got a very nice letter (also sent to the inspector) giving me a
variance.

Give it a shot.  The code requirement is pretty absurd.
